I think the rationale is that a child can’t reliably recall the details of a crime that happened that long ago. That, and the fact that no one wants to think about rape and the easiest way to ignore it is to silence the victims. Whee!

There’s a statute of limitations on rape in the first degree and every subsequent degree after that. Not encouraging, but its not like child rape is singled out.
